Payment Options
In Person
You may pay your electric bill online, in person, by mail or by phone. We also offer Bank Draft. There is no fee to pay your bill. We accept cash, check, money order, Visa, MasterCard, Discover. Payments are credited to your account upon receipt.
For your convenience, we have drop boxes located at our office and inside the City Municipal Building for payments outside of our normal business hours. For your protection, do not put cash in drop boxes.
Bank Draft
Harrisonburg Electric Commission offers electronic transfer from your bank, savings and loan, or credit union account. You can receive a regular monthly bill for your review and, on the date the bill is due (normally 20 days from the billing date), the amount of the bill will be automatically deducted from your bank account. The Bank Draft Option eliminates the need to worry about late payment charges, paying a bill when you are out of town, and added costs of checks and postage. Harrisonburg Electric Commission does not charge for this service.

You will be notified on your bill when the Bank Draft Option becomes effective. You will need to notify Harrisonburg Electric Commission in writing to discontinue this service.

Budget Program
The Budget Plan allows your estimated annual utility charges to be divided into 12 payments. It puts an end to the fluctuating utility bills that result from winter heating and summer air conditioning.
In order to qualify for the budget program, you must have received service from HEC, at your location, for the past 12 consecutive months, at minimum, with no more than two late payments and your account must be paid in full at the time of application.
Due to extreme temperature changes and possible rate increases, HEC maintains the right to adjust budgets as they deem necessary during the budget year. There are two types of budget plans available.
Settlement Plan: Each budget year begins with a zero balance. Settlement month, the time at which the amount paid during the previous eleven months is reconciled with actual usage, will be every March. If there is a credit on the account, HEC will issue a refund check. If there is a balance on the account, the customer must pay the balance in full, prior to starting the next budget year. ***The Settlement Plan is only available for selection between February 1st and March 31st.***
Average Plan: Settlement month will occur each year on the month the customer enrolled in the Budget program. Once the amount paid during the previous eleven months has been reconciled with actual usage, any credit or debit on the account will be rolled into the next budget year. A new budget amount, reflecting the debit or credit, will be in effect until the next settlement.
Please allow 30 days from the date of enrollment for the plan to become effective.
The Budget Plan will continue until you notify Harrisonburg Electric Commission to discontinue this service. Termination of this agreement shall require 30 days written notification. If you elect to terminate this agreement, your account must be paid in full at that time to avoid possible discontinuance of service.
